I would like to write a letter to the government or someone discussing the ozone layer issues we face?

I want to write a letter to someone who has power to make a change. Like the government or something. About the ozone layer issues we have. So we don't burn up and stuff and to prevent the hole in the ozone from getting bigger. Who do I write the letter too and how do i get it to them? Thanks
