Can I Make National Merit Finalist??

Depends on what state you live in, if you live in anything but Machusetts or Washington DC, which have cutoffs of 223, you should be fine (cut-offs for Maryland and New Jersey are at exactly 221). Also, if you took the test in October 2007, you are notified for sure NEXT September, in 2008, not last September, as it would have been impossible to have been notified before even taking the test.
