For a 6 mile round trip to work,what is faster an electric bike or a road racing bike?

i have a budget of around �400/500.I have an electric bike at the moment,but the battery died,so i want to get a knew bike.The only bikes that ever overtook me were those thin racing bikes,but are they faster bikes or did they just have power cyclists riding them!!?
