I've been given a CREATIVE task at work...?

I have to design a Quality Metrics System (Office Competition) to rate the performance of my employees. I have this idea of the Indy 500, but where do I go from there? I like the idea of a black/white flag as the back ground, but how do I make it? Where will I find little cars? How do I make the track? Remember this is inside the office, so I need to scale it down a lot.
